About ISSF2018

The International Shariah Research Academy for Islamic Finance (ISRA) in partnership with the Islamic Research and Training Institute (IRTI), an entity in the Islamic Development Bank Group, is organising the 13th International Shariah Scholars Forum (2018) on 1-2 October 2018. The theme of ISSF2018 is Islamic Social Finance: Realities and Prospects.

The main objective of this topic is to enhance understanding of the concept of Islamic social finance from a maqasid perspective. To that end, the main Islamic social finance instruments and their underlying guiding principles will be examined. As always, this will be done in the spirit of appreciating diversity across key Islamic finance jurisdictions in the operations and regulations applicable to Islamic social finance institutions. It aims to set maqasid framework to guide Islamic social finance institutions and promote integration of Islamic social finance institutions with other Islamic financial institutions to ensure a sustainable financial ecosystem driven by Shariah characteristics and values. The integration of Islamic social finance goals with sustainable development goals (SDG) and ESG help create an overarching valued-based ecosystem. The opening dialogue addresses some Shariah concerns pertaining to integration and diversity in Islamic social finance operations.


This two-day forum will comprise the following ten sessions:

  • First session: Maqasid framework for socially responsible financing and value-based intermediation;
  • Second session: Valued-based intermediation: scope and means to actualize it in Islamic finance;
  • Third session: Appraisal of Islamic social financing projects in light of the environmental, social and governance (ESG) and socially responsible investment (SRI) framework;
  • Fourth session: Enhancement of Islamic social financing products: Realities and challenges to innovation;
  • Fifth session: Legal and regulatory framework for Islamic social finance: Issues and solutions;
  • Sixth session: Harmonization between the goals of Islamic social finance and sustainable development goals (SDG);
  • Seventh Integration between commercial financing and Islamic social financing instruments;
  • Eighth session: Integration and development of the waqf model through Islamic banks;
  • Ninth session: Integration and development of zakah collection and distribution through Islamic banks
  • Tenth session: Open dialogue
